Investments in infrastructure are being constantly made by the operators, both in maintenance and in upgrading the offer.
The ZILS lots include the infrastructures but it’s the investor’s responsibility to contract the utilities with the appropriate suppliers.

In the case of utilities where there is market liberalization, the investor is free to choose the supplier with the better offer.
