At ZILS the transfer of industrial and logistic land property is done under a contract to settle land use rights. This contracting model allows expanding the entrepreneurial project along its life cycle.
Once initiated, the contract may be renewed for two equivalent periods or, alternatively, even half of the first. It enables the investor to reduce its initial investment which facilitates project financing and allows phasing annual payment along the contracting period.
The land use rights can be mortgaged and transferrable to third parties as well, under land owner´s (AICEP) authorization. In accounting, the surface usage right is classified as operational cost and corporate income tax is deductible.
The land use rights contracts for installation at ZILS are signed for a period of 10 to 30 years and can be renewed for equal periods or even half of the first. However longer periods may be agreed, considering specific industrial or logistic project life cycle requirements.
At ZILS, the entity that manages the utilities is aicep Global Parques.
It infrastructures pre-set lots or lots considering investor’s needs, namely, by providing connection points for rainwater, waste water and sanitation as well as by establishing industrial and drinkable water supply, road access, telecommunications and medium voltage grid (30 Kv) power supply until 0,3 MVA per hectare (excluding the transformation vault).
The lots are clean and prepared to receive any infrastructure. Earthwork foundations are not included, being charged on the client. Infrastructures are subsequently transferred to the concessionaires reponsible for providing utilities (industrial and drinkable water, effluents reception, electricity, telecommunications) to the companies that get installed at ZILS.
The Urbanization ZILS Plan regulates the activities installation at ZILS. Any activity can get installed at ZILS as long as the operational units are allocated accordingly to the plan.
The need to do an environmental impact assessment is related to the carried out activity and not to the installation location, namely ZILS. Therefore, depending on the activity classification (CAE - Classification of the Economical Activities) the need of environmental impact assessment is defined by license granting authorities, typically the Ministry of Economy.
To settle an activity at ZILS the promoter should initially obtain its approval and contract the lot usage with the managing entity of ZILS, aicep global parques. Depending on the activity´s nature, there are permissions to be granted.
Generically those are:
industrial licensing;
services;
logistics (usually granted by the Ministry of Economy);
environmental compliance (if needed) and,
new unit construction license including architecture and engineering design (granted by Sines Municipality ).

ZILS business Center, located at the heart of ZILS, offers more than 7000 m2 of offices or conference rooms, meeting and training rooms to rent, and is an excellent business installation solution and option for support services location.
The offices have dedicated telecommunications connection points; reception and daily mail distribution; power and air conditioning included; general maintenance; access to common rooms; safety and security; daily cleaning; and, optionally, furniture.
The meeting and training rooms can be equipped with projection and presentation systems according to the needs.
A land use reservation contract has to be settled for a given activity and for the 1 to 3 years period that may take establishing definitive land use right contract.
